In South Carolina, daily attendance schools follow specific state guidance when assigning Out of School Suspension (OSS) for less than a full day. This article explains how to determine whether a student should receive a full day OSS or a partial day OSS, and how simpldiscipline writes attendance codes back to PowerSchool based on that decision.

Understanding the 51% Rule
The South Carolina Department of Education requires schools to evaluate whether the student was present for at least 51% of the school day. This determines if they should be counted present or absent for chronic absenteeism purposes.

If a student (at a daily attendance school) is being sent home for OSS and was NOT at school for 51% or more of the day:
Administrators should assign a full day OSS when the student did not attend at least half the day (51%). This will count as an absence for chronic absenteeism purposes.
•In these cases, do not select the “less than 1 day” option.
The incident should be coded as a full day of OSS.

If a student (at a daily attendance school) is being sent home for OSS and was at school for 51% or more of the day:
The administrator should choose the partial day OSS option.
•This counts the student as present for attendance purposes.
•simpldiscipline will automatically write the SC-EDSM attendance code to PowerSchool.
•simpldiscipline also creates the required clock in and clock out entries to document the portion of the day the student was present and includes "OSS" as a comment on the attendance.

What simpldiscipline Does Behind the Scenes

When a partial day OSS is selected
•SC-EDSM is written back as the attendance code
•A clock in and clock out entry is added for the student
•The student receives credit for the time they attended

When a full day OSS is assigned
•The standard OSS absence code is written
•No clock entries are added
•The student is counted absent for the entire day

Why This Matters
Using the correct option ensures accurate reporting for
•Chronic absenteeism
•State validations
•Student attendance records
•Local and state compliance audits

Summary
•Administrator decides if the student met the 50 percent threshold
•Less than 51 percent of day attended equals full day OSS
•51% or more percent of day attended equals partial day OSS and triggers SC-EDSM with clock in and out time entry.
•simpldiscipline handles all required write backs automatically
